The Paradox Research on the Steady Low Fertility Level in Backward Areas
——a Case Study of Ankang City

Abstract：High fertility level generally exists in the backward areas，that is，poverty leads to an increase in population.But the situation in the city of Ankang is entirely different，where the fertility level is steadily low，though the economy here is backward.From the analysis of the data obtained from the investigation，a conclusion is drawn that，besides the family planning，the outflow of childbearing women and the high rate of unusual death are the major causes for the low-speed increase in the population of Ankang，Therefore，developing the economy in backward areas，exploiting human resources and improving the social security system are the foundamental measures for the population security in and sustainable development of backward areas.
