public-interest-oriented intelligence: services innovation of informative institutions in new times

〔abstract〕based on some intelligence practices, this paper introduces how the foreign governments support enterprises' research in pre-competition phases, discusses some features of public-interest-oriented intelligence from the aspects of conceptual cognition, academic orientation, process and result, and main practical body as well, and defines the concept of it. meanwhile, for some purposes, such as decision-making, self-innovation, institution reform, the paper describes its opinions from four aspects, and emphasizes that the informative institutions should pay attention to the newest development on the internet and interact with the latter.
